Job Summary
The Director of Recruitment is a member of Peregrine Team's senior leadership team and leads all recruiting operations across the organization. This role is accountable for recruiting strategy, workflow and process design, team performance metrics, market trend analysis, and building a scalable recruiting team that can grow with the business.
The Director leads and develops the recruiting team, setting clear performance expectations, monitoring metrics, and coaching recruiters toward consistent, high-quality results. This role owns the structure, standards, and development that allow the team to deliver at scale.
The Director also ensures the team consistently delivers for clients, maintaining strong talent pipelines, high standards of service, and full compliance with hiring requirements. Working in close partnership with the Business Development team, the Director helps translate client workforce needs into qualified talent, and remains available for key client meetings and escalations.

Job Specific Essential Functions
Recruiting Leadership and Strategy
Develop and execute recruiting strategies aligned with Peregrine Team's growth objectives and client workforce demands.
Lead recruiting operations across all of Peregrine Team's staffing markets.
- Establish and monitor recruiting KPIs, including placements, fill rates, time-to-fill, candidate submittals, interviews, and retention metrics.
- Analyze recruiting trends, labor market conditions, and workforce data to identify opportunities for growth, process improvement, and market intelligence that supports business growth.
- Forecast hiring needs and develop scalable recruitment plans as a member of the leadership team.
- Build relationships with experienced professionals across our markets to strengthen the long-term talent network.
- Drive continuous improvement initiatives to enhance recruiting effectiveness and operational efficiency.
- Lead, mentor, and develop the recruiting team, including recruiting managers, recruiters, recruiting coordinators, and sourcing specialists.
- Hire, onboard, and train recruiting staff, and own performance management, coaching, and professional development.
- Establish performance expectations, goals, and accountability standards for the team.
- Conduct regular coaching sessions, performance evaluations, and development planning.
- Create and maintain recruiter training programs, best practices, and standard operating procedures.
- Foster a collaborative, high-performance culture focused on results and exceptional service.
- Collaborate with the Business Development team to understand client workforce needs, hiring challenges, and staffing forecasts.
- Serve as a resource to the Business Development team on labor market trends, compensation expectations, and talent availability.
- Partner with the Business Development team to support client retention and expansion efforts.
- Participate in key client meetings, workforce planning discussions, and escalations as needed.
- Ensure recruiting teams consistently deliver qualified candidates and maintain agreed service levels.
- Oversee full-cycle recruitment activities from job intake through onboarding coordination.
- Develop sourcing strategies using job boards, referrals, networking, social media, databases, and direct outreach.
- Develop and maintain talent pipelines for high-volume and difficult-to-fill positions.
- Promote a positive, professional candidate experience, with consistent communication and timely follow-up throughout the hiring process.
- Monitor candidate satisfaction and identify opportunities for improvement.
- Monitor recruiter workloads and resource allocation to maximize efficiency.
- Implement recruiting technologies and sourcing methodologies that improve effectiveness.
- Support the Business Development team on proposal development, new client account launches, and staffing program rollouts.
- Ensure recruiting practices comply with federal, state, and local employment laws.
- Maintain compliance with Equal Employment Opportunity (EEO) guidelines and affirmative action requirements where applicable.
- Partner with HR on onboarding, background checks, employment eligibility verification, and employment documentation.
- Ensure adherence to client-specific hiring requirements and staffing agreements.
- Maintain accurate recruiting records and reporting within Bullhorn and related platforms.

Job Qualifications
Education- Bachelor's degree in Human Resources, Business Administration, Communications, or a related field preferred.
- Equivalent combination of education and staffing industry experience may be considered.
- Minimum 7 years of staffing agency recruiting experience.
- Minimum 3 years of leadership experience managing recruiters or recruiting teams.
- Proven success recruiting across multiple industries and job classifications.
- Experience supporting high-volume staffing environments.
- Experience supporting client relationships and workforce planning initiatives.
- Demonstrated success achieving placement and revenue goals.
- Experience leading recruiting across multiple staffing markets.
- Experience with Bullhorn or comparable applicant tracking and CRM platforms.
- Knowledge of contingent workforce management and staffing operations.
- Experience supporting multi-state recruiting operations.
- Strong understanding of staffing industry recruiting best practices.
- Exceptional leadership and team development skills.
- Ability to manage multiple priorities and deadlines in a fast-paced environment.
